Federal rules for financial management of grants require that recipients and subrecipients “establish, document and maintain effective internal controls that provide reasonable assurance” that they are complying with laws, regulations, and award terms and conditions. Beyond that, the rules largely leave the details to awardees, but do cryptically state that the resulting controls “should align with” two hefty sources:
- Standards for Internal Control in the Federal Government issued by the Comptroller General of the United States; and
- Internal Control: Integrated Framework issued by the Committee of Sponsoring Organizations (COSO) of the Treadway Commission.
