Officials at the U.S. Office of Management and Budget probably thought they had solved most of grantees’ indirect cost recovery problems as they were implementing federal grant reform through the uniform guidance (2 CFR 200). Unfortunately, many nonfederal entities continue to experience difficulties in getting awarding agencies to recognize their indirect cost expenses. The problems are particularly common for suberecipients that don’t have any direct relationships with federal agencies.
So what’s going on? Start with the fact that indirect costs have gotten a bad name, as some members of Congress and lots of the media think they are unnecessary budgetary fat. Add that negotiating indirect cost rates can be burdensome, and not every federal agency or pass-through entity is willing to devote resources to the task. Meanwhile, policy questions abound about how indirect costs are to be applied to large pandemic funding streams like those in the American Rescue Plan Act (ARPA).
