On May 29, the Office of Management and Budget (OMB) proposed significant revisions to 2 CFR 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements. The controversial proposal attracted overwhelming opposition and kicked off a continuing high-stakes policy confrontation involving the federal executive, legislative and judicial branches and broad segments of the grant recipient and subrecipient community.
Congress has now paused the changes until after the midterm elections. But the Trump administration is showing little interest in compromise and keeps pushing the envelope to achieve its grants policy objectives. So, this webinar will provide an up-to-date view of the key policies that OMB proposed, the main objections raised and by whom, and possible outcomes that could still materialize.
We’ll drill down on OMB’s efforts to:
- Rebrand the policies from “guidance” to “regulation,” and why that’s important
- Require pre-award review and approval of discretionary grant applications by federal agency political appointees
- Tighten allowability determinations for selected cost items considered too lax or “woke”

- Rethink and possibly overhaul how single audits are relied upon as accountability tools
