OMB just released an overhaul of its uniform grant guidance including revised procurement rules that are hopefully a little clearer. But it also added features that tie grant procurement to numerous Biden Administration policy priorities. And this comes on the heels of OMB’s issuance of separate special domestic preference rules (2 CFR 184) that kick in for infrastructure projects.
