The federal cost principles and the administrative requirements in the Office of Management and Budget’s uniform guidance (2 CFR 200) make an awardee’s policies the standard against which allowable costs are judged.
Federal policymakers understand that you are not likely to “give away the farm” with your own source revenues. So, if they tie federal cost allowability to what you do with your own money, you are likely to act reasonably. Ironically, that also means that violating your own policies can turn something into a “federal case.” It makes sense, then, for first time recipients and subrecipients to craft their policies with an eye on the federal rules and for experienced awardees to take a periodic inventory of their grants administration policies.
