Under the American Recovery Plan Act (ARPA), states, territories, tribes and general-purpose local governments have received their first formula distribution of federal grants from the $350 billion State and Local Fiscal Recovery Fund. This unprecedented amount of federal assistance is intended to cushion governments and their citizens from the adverse fiscal effects of the Coronavirus pandemic and to spur economic recovery.
The Treasury Department is in charge of the program and it’s been rolling out policy interpretations and guidance on a continuing basis. In fact, the latest batch has just been released. A hefty guide on reporting and recordkeeping has been followed with audit testing guidance. And now that recipients and subrecipients have begun to spend relief funds, numerous questions arise.
