Webinar Details

Prerequisites: Some knowledge of federal grant management and audit requirements is helpful

Recommended Field of Study: Specialized Knowledge and Applications

Program Knowledge Level: Basic

Advanced Preparation: None

Under the American Recovery Plan Act (ARPA), states, territories, tribes and general-purpose local governments have received their first formula distribution of federal grants from the $350 billion State and Local Fiscal Recovery Fund. This unprecedented amount of federal assistance is intended to cushion governments and their citizens from the adverse fiscal effects of the Coronavirus pandemic and to spur economic recovery.

The Treasury Department is in charge of the program and it’s been rolling out policy interpretations and guidance on a continuing basis. In fact, the latest batch has just been released. A hefty guide on reporting and recordkeeping has been followed with audit testing guidance. And now that recipients and subrecipients have begun to spend relief funds, numerous questions arise. The broad eligible activities under the program have also set the stage for program “transfers” to nonprofit and commercial organizations — in other words, as subawards and contracts.

Because the Biden Administration wants its massive program to be viewed as a success, compliance checking will be robust. So, this webinar will capture the essential elements of what’s required. We’ll cover:

  • Key administrative differences for entitlement vs. nonentitlement recipients
  • Payment and cash management expectations
  • Expenditures
    • Strategic programming
    • Eligible activities
    • Allowable costs
    • Purchasing and contracting requirements
    • Subawarding
  • Calendar deadlines
  • Documentation: creating and retaining records
  • Reporting
  • Audit compliance testing — and readiness
  • Closeout and continuing accountability

Officials from government recipients and their nonprofit and commercial partners should join Bob Lloyd — a respected authority on policies and practices for the award, administration and oversight of federal grants and contracts — for this thorough, practical and up-to-date session.

  • Federal program managers
  • Grant and contract specialists
  • Finance directors
  • Accounting staff
  • Internal auditors
  • External auditors
  • Elected officials
  • Executives
