The Department of Labor (DOL) has issued regulations to implement President Biden’s executive order raising the wages of certain employees who work for federal contractors. And, like many actions that affect federal contracts, the DOL move has triggered many questions about how it affects federal grant and subgrants.
Further, the latest DOL action is just one of the current host of HR developments that grant recipients and subrecipients have to consider that also includes continuing pandemic-related expenses and questions about the allowability of cost-of-living adjustments and incentive compensation. Soon, of course, many will need be to revisit the federal rules on transferring funds among budget categories. And, of course, there are lots of organizations that receive both federal contracts and federal grants.
So, this is a particularly good time to sort out what is actually required. This webinar will help you do that related to your federal grant HR expenses. You’ll get up-to-date information on:
- separate federal human resource policies affecting employers, contractors and grantees;
- federal grant implications of DOL’s regulations on federal contractors;
- the “gold standards” on grant cost allowability of employee compensation and fringe benefits;
- time and effort reporting policies for salaried and hourly employees;
- best practices on employee health and welfare expenses;
- prudent engagement of volunteers and documentation of their work;
- current “comparability benchmarks” to use in fashioning compensation adjustments; and
- the “10%” budget modification rule and how it applies.
