Requirements that limit federal participation in the total cost of a federal award mean that awardees have to find and use nonfederal resources that meet a variety of underlying conditions. Failure to do so can have what auditors call a “direct and material effect” on how much money you’ll get to keep when your grant or subgrant is settled up.
